This paper examines the dual role of technology in contemporary crime, both as a tool for criminals and a weapon for law enforcement. Criminals exploit advanced technologies such as encrypted messaging platforms, biometrics, drones, 3D printing, and artificial intelligence for various illegal activities like money laundering, smuggling, identity theft, and fraud. The UK Home Office distinguishes cybercrimes into two categories: cyber-dependent crimes, which rely solely on digital tools, and cyber-enabled crimes, traditional crimes amplified by digital means. These classifications shape the evolving landscape of crime, offering greater rewards with reduced risks for perpetrators.
To effectively combat tech-enabled crime, law enforcement agencies (LEAs) must embrace a tech-driven approach. Successful strategies include using drones for surveillance, acoustic sensors for precise incident detection, and AI/ML for identifying suspicious behavior. LEAs must align their operational frameworks around three pillars: collaborative decision-making, adapting to evolving crime trends through tailored training, and fostering community engagement. Technology serves as the critical link between these pillars, enabling LEAs to combat, prevent, and investigate crime efficiently. However, challenges such as data privacy, regulatory compliance, infrastructure interoperability, and skill development must be addressed to ensure effective technology integration.
