Best Minister Award
The Best Minister Award commends the extraordinary work of government ministers at demonstrating excellence in the public sector and their design and implementation of successful, scalable and sustainable initiatives for socio-economic advancement of their citizens. It also celebrates efforts to inspire and lead other government leaders and service providers towards promoting innovation and foresight in shaping public discourse on global issues of today and tomorrow.
Nomination & Assessment Process
The nomination and assessment process is a multi-faceted listing process used by the WGS to identify key Ministers, based on both primary and secondary sources, who have successfully implemented high impact initiatives over the last 18 months. The longlisted Ministers are then shortlisted following due diligence screening and are further assessed on the nomination criteria.
Countries of Focus
‘Countries of Focus’ constitute the countries falling in the top four global macro and socio-economic aggregated indices. These countries are identified by reference to the following indices for the current year:
- 1. Transparency International’s Corruption Perception Index
- 2. World Governance Indicators
- 3. Human Development Index
- 4. Happiness Index
Nominating Sources
1. Direct nominations of specific Ministers meeting the nomination criteria
The WGS may directly nominate Ministers in the long list.
2. Open Source Research
PwC Middle East’s Central Team conducts open source research relying on credible and reliable sources, including multilateral forums and organizations, recognized media outlets and official country reports to identify Ministers meeting the nomination criteria.
3. Social Media Analysis and Research
PwC Middle East conducts social media analysis on global trending terms and keywords attributable to Ministers from around the world to identify Ministers meeting the nomination criteria.
Shortlisting & Assessment
1. Integrity and Due diligence screening
All longlisted Ministers will be screened by PwC Middle East to identify possible integrity issues such as allegations of financial crime (including corruption, bribery, money laundering), litigation, criminal allegations, bankruptcy and other adverse information.
2. Assessment and Prioritization
Each screened Minister will then be assessed by PwC Middle East for their initiatives and contributions as defined in the nomination criteria. A dossier for each of the shortlisted Ministers will be presented to the independent WGS judging panel for final selection. No parties outside the judging panel, including PwC Middle East, are involved in the decision or are aware of the decision made until the day of the award ceremony.

The WGS selection committee consists of leading academic thought leaders, high-level government officials and C-Suite individuals from renowned corporations. This is the body which selects the winner of the Best Minister Award.
