Global experts seek ways to promote happiness of citizens through ‘government of the future’
The Government Summit, held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President and Prime Minister and Ruler of Dubai, from February 10 to 12, 2014, has unveiled its detailed agenda and list of expert speakers drawn from around the world.
More than 60 international speakers will lead comprehensive and insightful sessions on ways to shape the future of government services that meet and exceed the expectations of citizens and promote their happiness.
“The Government Summit has underlined its global credentials by hosting an elite line-up of international speakers including high-level government officials and key decision-makers, who will lead an interactive discussion agenda to further enhance government services around the world,” said His Excellency Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs, and Head of the Organizing Committee for the Government Summit.
HE Mohammed Al Gergawi said that the Summit, which is the largest of its kind in the world, reflects the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum on the future of government services which leverages the power of advanced technology and smart services, in addition to strengthening closer collaboration between the public and private sector to deliver excellence in government service delivery, and achieve the UAE Vision 2021.
On the first day of the Summit, HH Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, will launch the “Dubai Government 2021” initiative. HH Sheikh Ammar bin Humaid Al Nuaimi, Crown Prince of Ajman, will launch the development strategy of Ajman on the third day of the Summit.
Also on the first day, HH Lieutenant General Sheikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Interior Minister, will address a key session on ‘exceptional leadership.’ HH Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister & Minister of Presidential Affairs, will address the main session on the second day on “partnership and innovation in delivering government services.”
Professor Klaus Schwab, president and founder of the World Economic Forum will deliver the keynote speech at the opening of the Summit. His Excellency William Danvers, Deputy Secretary General of the Organization for Economic Cooperation and Development, will also deliver a keynote address on the same day.
Future visions for the delivery of government services
The Government Summit will host mayors of major global cities at a session on World Class Services: First Hand Perspectives from Global Cities. The participants include: HE Xavier Trias, Mayor of Barcelona – Spain; Sir Edward Lister, Chief of Staff and Deputy Mayor for Policy and Planning – London; and HE Gunso Kim, Deputy Mayor of Seoul – South Korea. They will examine the definitive features of global cities and the role of government service provision to strengthen competitiveness, growth and development.
Focusing on the importance of education for governments worldwide, the Summit will host a session on Unlocking the Potential of Future Education Services. International speakers will discuss the key technological trends in ‘smart’ education as well as the opportunities and challenges that technology offers for the education sector. The speakers include: HE Dr. Mugheer Khamis Al Khaili, Director General of Abu Dhabi Education Council - United Arab Emirates, Mr. Aulis Pitkala, Director General, Finnish National Education Council – Finland; and Salman Khan, Founder of Khan Academy – United States of America. The session will be moderated by Salim Ismail, Global Ambassador and Executive Founder of Singularity University, United States of America.
Healthcare sector and its impact on community happiness and national productivity
The Government Summit underlines that that the happiness of the citizens and economic productivity are directly impacted by the quality of healthcare services. Healthcare services are at the top of Government agendas and account for a significant share of their budgets. The session on Delivering Effective Healthcare Service: Government Healthcare aims to explore the impact of technological advancements and big data in predicting future needs and enhancing the efficiency of healthcare service delivery. Speakers include Dr Allen Wai-Lun Cheung, Director, Hong Kong Hospital Authority – China and Dr. Catherine Mohr, Medicine Track Faculty at Singularity – United States of America
Innovative models to enhance Arab social services
A session on Social Services in the Arab World: Opportunities & Potential will host HE Mariam Al Roumi, Minister of Social Affairs – United Arab Emirates, HE Dr. Yusuf bin Ahmed Al-Othaimeen, Minister of Social Affairs – Kingdom of Saudi Arabia, HE Dr. Fatima Al Balooshi, Minister of Social Development – Kingdom of Bahrain and HE Reem Abu Hassan, Minister of Social Development – Hashemite Kingdom of Jordan, who will highlight the innovative solutions that Arab governments have developed to enhance the quality and accessibility of social services, as well as the leverage available to tap into the potential that the region holds.
Intelligent mobility and its impact on the competitiveness and productivity of cities
HE Eng. Mattar Al Tayer, Chairman of the Board and Executive Director of RTA, Dubai – United Arab Emirates; and Brad Templeton, Faculty member of Singularity University and Member of Google’s Driverless Car team– United States of America, will highlight the latest trends and innovations in smart infrastructure and explore its impact on mobility at the session titled The Future of Transportation: How Smart Mobility will Shape Cities of the Future.
HE Khaldoun Al Mubarak, Chief Executive Officer of Mubadala – United Arab Emirates will address a session on Inspired Vision, Infinite Possibilities, while Sir Richard Branson, Founder of Virgin Group and Sir Tim Clark, President, Emirates Airlines, will highlight how airline design and managing a unique customer experience helps deliver “first-class services” at a Plenary session on “First Class” Government Services: What can Governments Learn From Leading Airlines
Smart Societies for Smart Cities
On the second day of the Summit, Rt Hon Francis Maude, Minister for the Cabinet Office and Paymaster General, United Kingdom, will deliver the keynote address, while Dr. Richard Florida, Professor, University of Toronto and NYU; and Senior Editor, The Atlantic, will address a plenary session on Smart Societies for Smart Cities that discusses how we invest in individuals and infrastructure to shape our cities and regions.
HE Esko Aho, Former Prime Minister of Finland, and Senior Fellow at the John F. Kennedy School of Government at Harvard University, will address a closed session titled: Efficient and Innovative Government: Lessons learned from Finland; and Dr. Peter Diamandis, Co-Founder of Singularity University and Founder of the X-Prize, will highlight : The World in 2050.
Banking on Customer Services: What Governments Can Learn from the Financial Sector
Ala'a Mohamed Atta Khalil Eraiqat, Chief Executive Officer of ADCB – United Arab Emirates, and Gary Flood, President of Global Products and Solutions for MasterCard Worldwide – United States of America, will discuss the key tools and tactics to gear organizational culture for the design and provision of effective customer experiences.
HE Excellency Sultan Al Mansouri, UAE Minister of Economy, will moderate a session on Innovation in Government Services: Experiences from Latin America which will host HE Roberto J. Gallardo Núñez, Minister of National Planning and Economic Policy – Costa Rica; HE Ramón Ventura Camejo, Minister of Public Administration – Dominican Republic; and Álvaro Ramírez-Alujas, Researcher, Research Group on Government Administration and Public Policy at the Institute of Research; Professor at the Institute of Public Affairs - University of Chile – Chile. They will highlight the critical success factors and key takeaways from public sector development and reforms across Latin America.
Another highly interactive session titled Five-Star Customer Services: What Governments Can Learn From the Hospitality Sector will host Gerald Lawless, President and Group Chief Executive Officer – Jumeirah Group and Dillip Rajakarier, Chief Exective Officer of Hospitality – Anantara, who will discuss the key tools and tactics to gear organizational culture for the design and provision a “seven star” customer experience.
A session on Optimizing Government Service Delivery: The Potential Of Public Private Partnerships will host HE Hussain Lootah, Director General of Dubai Municipality; HE Ibrahim Al Muaiqel, Director General of the Human Resources Development Fund – Saudi Arabia; and Fadi Ghandour, the Vice Chairman of Aramex. They will showcase some of the Arab world’s most successful public–private partnerships.
A special session on Building a Result-Driven Organization: Management Lessons From the World of Football will see Ferran Soriano, Chief Executive Officer of Manchester City Football Club – United Kingdom highlighting key managerial concepts adopted by Manchester City Football Club to build a result-driven organization and the key lessons that can be derived by governments to enhance their service delivery
Joe Macri, Vice President EMEA, Microsoft; Mohammed Amine, Senior Vice President MEA, EMC; and Peter Baron, Director of Communications and Public Relations at Google – United States of America will discuss how leading technology providers are working with governments to deliver the services of tomorrow – today at a session on Impacting the Future of Government Services: How Technology can enhance the lives of citizens.
The Secret: Delighting Your Customers will see Lou Carbone, Founder of Experience Engineering - United States of America drawing on his extensive experience with public and private sector clients to enhance the customer experience and take it to new heights.
On the third day of the Summit, Osman Sultan, Chief Executive Officer of du – United Arab Emirates, will deliver a key note address titled Towards a Smarter World, while Dr. Jeffery Sachs, Director of the Earth Institute at Columbia University – United States of America, will speak at a plenary on Citizen Happiness: The Formula for Government Success.
HE Mohammed Nasser Al Ghanim, Director General of the TRA – United Arab Emirates; HE Rashed Lahej Al Mansoori, Director General of the Abu Dhabi Systems & Information Centre – United Arab Emirates; Dr. Jeongwan Yoon, Executive Director at the National Information Agency – South Korea; and Vincent Wong, Chief Executive Officer at IDA-International – Singapore, will explore the potential and implications that smart government will have on citizen happiness and quality of life in a session titled Smart Government: Government Services at Your Fingertips
In its second edition, The Government Summit will host over 3500 participants and continues its partnerships with a number of international organisations and institutions such as the United Nations, Organization for Economic Cooperation and Development and the World Economic Forum as a Strategic Partner.
